International railway transportations with single waybill

It is known that railway transportations are referred to the most difficult type in organization of cargo transportations. Execution of required documents: customs declarations, waybills, memorandum bills, cargo acceptance receipts, etc. – all this takes a lot of time and efforts.

The so-called railway transportations in direct international communication, exercised between railway stations in different states or by several transport means in different states with the single transportation document, executed for the entire route, simplify this task to some extent.

In the middle years of the last century the agreement on international railway freight communication (SMGS) was adopted, regulating execution of transportations in direct international railway communication between participants:

  • The CIS,
  • Asia (China, Mongolia, North Korea, Vietnam, Iran),
  • Europe (Bulgaria, Poland, Hungary, Czechia, Slovakia, Rumania, Albania, Latvia, Lithuania, Estonia).

The main purpose of SMGS is that it establishes one and the same terms of transportation and establishment of single transportation documents for all railways-participants.

In the beginning of 2007 European railways proceeded to implementation of the project of “transit along the international transport corridor Germany — Poland — Byelorussia — Russia with the single unified waybill CIM/ SMGS”. Use of the single waybill in railway transportations reduced the time losses for execution of documents for passage of customs terminals and downtime of the train set on the borders at least by 1.5 times, which produced a positive effect on the volume of cargo transportations in the East - West direction and increased the competitiveness of the Russian railway in the world market.

In future one will start to use the unified electronic waybill CIM/ SMGS in the East - West direction, connecting Russia with the countries of Asia and Europe, in particular the start is scheduled for July 2009 at the areas between Germany and Byelorussia.

It is expected to use the single waybill for registration of cargoes on new railway routes. In several years CIM/ SMGS will be used everywhere. The nearest plans include the marine railway ferry line Ust-Luga – Baltiysk - Sassnitz (Russia -Germany).
